This patch improves responsiveness when deleting a document with many assigned tasksfrom a transaction due to an issue introduced by Release 155.

• Fixed a bug introduced by SIG-266 in Release 155, which improved code relating to deleting a party with many associated tasks. This fix should preserve that improved code and also  substantially improve responsiveness when deleting a document with many assigned tasks from a transaction. (SIG-419)
